Grants to USA and territories nonprofit organizations, commercial for-profit organizations, institutions of higher education, and state, local, and tribal governments for activities that restore marine and coastal habitats, increase fish populations, and further species recovery. A pre-proposal must be submitted prior to the full application. Funding is intended to support projects that conserve protected resources, rebuild productive and sustainable fisheries, promote healthy ecosystems, and yield community and economic benefits.

The principal objective of the NMFS Community-based Restoration Program Coastal and Marine Habitat Restoration solicitation is to support habitat restoration projects that use an ecosystem-based approach to foster species recovery and increase populations under NOAA’s jurisdiction. Proposals submitted under this solicitation will be primarily evaluated based on their ability to demonstrate how the proposed habitat restoration actions will:

1) Help recover threatened and endangered species listed under the Endangered Species Act (ESA) (hereafter, Listed Species), including species identified by NMFS as “Species in the Spotlight” (;

2) Sustain or help rebuild fish stocks managed under the Magnuson-Stevens Fishery Conservation and Management Act (hereafter, Managed Species); and/or

3) Contribute to the sustainability of saltwater recreational fisheries.

Successful proposals will:

1) Identify a habitat-based issue/concern limiting the recovery or sustainability of one or more species targeted by the proposed restoration action;

2) Describe in detail the habitat restoration project(s) to be undertaken to resolve the issue/concern and;

3) Describe the project(s)’ expected outcomes and measurable impact on the project’s target species and their ecosystem.

Proposals may include: restoration feasibility and/or design; implementation (i.e., on-the-ground activities); or a combination thereof.

All projects that propose to restore coastal habitat for estuarine and marine species, including forage fish or prey of species managed under the Magnuson-Stevens Fishery Conservation and Management Act, listed under the Endangered Species Act, or identified as important recreational fishing species, are eligible for funding and will be considered through the proposal evaluation criteria.

Award amounts range from $75,000 to $3 million.

Term of Contract:

Proposals will be accepted for projects lasting from one to three years.

October 1, 2020, is the earliest potential start date for awards.

Additional Eligibility Criteria:

Eligible applicants are institutions of higher education, nonprofits, commercial (for profit) organizations, U.S. territories, and state, local and Native American tribal governments.

Applications from federal agencies or employees of federal agencies will not be considered. Federal agencies are strongly encouraged to work with states, non-governmental organizations, municipal and county governments, and others that are eligible to apply.

Some examples of ineligible projects include land acquisition, marine debris removal, and those that propose water quality improvement measures that rely primarily upon hard infrastructure. A complete list can be found in Section III.C of the Funding Opportunity.

Projects in the Great Lakes are not funded through this opportunity.

- January 8: Deadline for pre-proposal submissions.
- April: Deadline for full proposal submissions. (Date will be communicated directly to eligible applicants.)
- April - May: Application Review.
- June 30: Recommended applications submitted to NOAA’s Grants Management Division.
- July: Public announcement of recommended applications. Notifications made to unsuccessful applicants.
- July - September: Awards finalized by NOAA Grants Official and award recipients formally notified.

This program has a mandatory pre-proposal. Pre-proposals must be received by, postmarked, or provided to a delivery service by 11:59 PM Eastern time on January 8, 2020. The full application deadline will be no earlier than April 9, 2020 at 11:59 PM Eastern time. The actual deadline will be provided by direct notice to all eligible applicants, after pre-proposal review. At least 45 days will be provided for completion of a full application.
