Grants to Little Rock, Arkansas nonprofit organizations for services and projects that meet significant community needs. Funding is intended to support activities that prevent or eliminate slums and blight, benefit low to moderate income residents, and address urgent community development needs.

The objective of the CDBG program is to fund projects and services that benefit low to moderate income people and neighborhoods and promote job creation that are consistent with the Five-Year Consolidated Plan which identifies priority housing, economic development non-housing services, homeless services, public services, and strategies to address these needs.

All activities must identify one of the following three performance measurements primary objectives and outcomes:

  • Creating suitable living environment (relates to activities designed to benefit communities, families, or individuals by addressing issues in their living environment)
  • Creating decent housingĀ 
  • Creating economic opportunities (activities related to economic development, commercial revitalization, or job creation)

Additional Eligibility Criteria:

Only organizations with 501(c)(3) nonprofit status and minimum of one year experience providing a CDBG eligible activity are qualified to apply.

Funded activities must benefit persons whose annual income does not exceed 80% of the median income for the area, as determined by HUD. For income limits, see

The City is unable to fund an activity of a startup organization or program until it shows viability and capacity. The activity should not be dependent solely on CDBG funding.

Pre-proposal Conference:

The City will conduct four community-wide public hearings to address housing and community development needs for the Annual Action Plan. The purpose of the hearings is to obtain the views and comments of individuals and organizations relative to the needs that may be addressed by CDBG (and other) funds. The public hearings will also give citizens an opportunity to provide suggestions for proposed projects that may be eligible for funding under the 2020 CDBG Program.
